Group Stage
How It Works
- 1 12 groups of 4 teams each - Every team plays the other 3 teams in their group once
- 2 Points system: 3 points for a win, 1 point for a draw, 0 points for a loss
- 3 Top 2 teams from each group automatically advance to the Round of 32
- 4 8 best third-place teams also advance to the Round of 32 (ranked by points, goal difference, goals scored, fair play, then drawing of lots)

When Teams Are Tied on Points
After comparing overall points, goal difference, and goals scored:
- 1. Most points in head-to-head matches between tied teams
- 2. Best goal difference in head-to-head matches between tied teams
- 3. Most goals scored in head-to-head matches between tied teams
Final tiebreakers:
- 4. Best fair play score
- 5. Drawing of lots

Key Rules & Procedures
Extra Time & Penalties
- • Group stage: No extra time (draws allowed)
- • Knockout stage: 30 minutes extra time if tied
- • If still tied: Penalty shootout
- • No away goals rule
Video Assistant Referee (VAR)
- • Available for all matches
- • Reviews goals, penalties, red cards
- • Referee makes final decision
- • Cannot review yellow cards or throw-ins
Player Substitutions
- • 5 substitutions allowed per match
- • Maximum 3 substitution windows
- • Additional substitution in extra time
- • Concussion substitutions don't count toward limit
Cards & Suspensions
- • 2 yellow cards = 1 match suspension
- • Red card = minimum 1 match suspension
